Abstract
This study was intended to determine the level of learning competencies of selected CAS students relative to reading and writing in English language, identify the factors affecting the level of learning competencies , identify the problems in developing level of learning competencies ,and propose measures for the improvement of teaching English. The descriptive method of research was used in this study. Respondents were 150 students from the College of Arts and Sciences who have taken English Plus, English Communication1 and English Communication 2. Stratified random sampling was used to select students from each course offered in the college. These courses include Bachelor of Arts in Political Science, Bachelor of Arts in Communication, Bachelor in Computer Science, and Associate in Computer Science. The survey questionnaire was the main instrument used for gathering of data. The study revealed that the level of learning competencies of CAS students in reading and writing is more competent., respondents agree on the factors affecting the level of learning competencies in reading and writing. Moreover, students meet less serious problems relative to developing learning competencies in reading and writing. Finally, the researchers recommended that teachers of English language enhance the developed competencies of students in reading and writing, teachers consider the factors affecting the learning competencies of students to meet the respondents‟ demands of higher education, the university implements programs catering to the development of learning competencies, and university continues to provide state-of- the-art facilities conducive to learning and development.
